Winter Storm Warning

... Winter Storm Warning remains in effect from 7 PM this evening
to 1 PM EST Thursday...

* colder air will move in from northwest to southeast this through
tonight... changing precipitation from rain... to a mixture of
freezing rain... sleet... and then to snow. Freezing rain and
accumulating sleet will begin this evening... transitioning to
all snow from just after midnight on Thursday through the
overnight hours. Snow should lighten and taper off by Thursday
afternoon.

* Snow and sleet accumulations of 3 to 8 inches... the highest
snow and sleet accumulations generally north of the Cumberland
Parkway to hal Rogers Parkway to KY Highway 80 corridor.
Accumulations of ice from freezing rain of a tenth of an inch
or less are also expected.

* Snow of this magnitude will make travel difficult to
treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with widespread power outages
possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

... Flood Warning extended until Thursday evening... the Flood Warning continues
for the Tug Fork River at Williamson.
* At 6:20 PM Wednesday the stage was 28.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 27.0 feet.
* Forecast... the river will continue rising to near 29.3 feet by after midnight.
The river will fall below flood stage Thursday afternoon .
* At stages near 29.5 feet... Railroad yard in Williamson, WV affected.
* A crest near 29.3 feet compares to a previous crest of 28.3 feet on January 31
2013.

areas.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.
